How a water softener or water conditioner works

How do I know if I need a water softener?
Chalky white buildup on faucet heads and shower doors, spotting on glassware from the dishwasher, soap and shampoo that will not lather, skin that feels tight after a shower, and a water heater losing capacity earlier than it should. Does a water softener filter the water too?
