What actually causes backflow
Backflow is a pressure event. Either the wastewater side gains pressure or, far more commonly, the supply side loses it — and water then moves the wrong way through whatever connects the two.
The supply pressure can drop suddenly for reasons entirely outside a household's control: a broken water main, heavy draw on the local supply during firefighting, a widespread power outage, plumbing work that drains the house, or new equipment causing a sharp pressure change. None of those is preventable from inside the property. What is preventable is what happens next.

The risk sits wherever the drinking supply can touch something else. Handheld showerheads that can sit in standing water, boilers and radiators, and lawn irrigation systems are the three most common residential cases — an irrigation system in particular puts an outlet at ground level among fertiliser and whatever else is on the lawn.

Frederick sits outside the WSSC service area, so the permit process that covers Mallick's Montgomery County work does not transfer here. In the county, plumbing permits are issued and inspected by Frederick County Permits and Inspections; inside the City of Frederick, the city runs its own permit office.
